Summary:  Administers employee health, welfare and retirement plans company-wide and ensures effective utilization of plans and positive employee relations.  Assists with payroll process and performs accounting-related tasks.  Provides administrative support to human resources function as needed (e.g. correspondence generation, record keeping, file maintenance, HRIS entry). Ensures plans are administered in accordance with federal and state regulations and plan provisions are followed.  Performs other HR duties as assigned.

 

Essential Duties and Responsibilities: Included are the following. Other duties may be assigned.

 

Benefits Administration

  • Administers retirement, medical, dental, life insurance, disability, COBRA and continuation of coverage, health reimbursement, flexible spending, and supplemental insurance plans.
  • Evaluates and implements systems and processes to manage benefits efficiently.
  • Provides administrative assistance for requests for leaves of absence including workers' compensation, short and long-term disability, and Family Medical Leave.
  • Assists with the management of worker's compensation cases.
  • Provides support for Eastern Cares including but not limited to Wellness Works, educational reimbursement plan, scholarships, and other programs and initiatives.

 

Payroll Administration

  • Administers payroll on a timely and accurate basis including entry of associate information and pay data in computer system.
  • Monitors and maintains payroll related information including sick and vacation time.
  • Monitors payroll tax filing.

 

Other Key Outputs

  • Identifies systems and processes to automate HR transactions.
  • Coordinates new hire and termination activities and documentation.
  • Assists in organizational training and development efforts.
  • Provides administrative support for new hire orientation, onboarding, and off boarding.
  • Coordinates and documents substance abuse testing program.
  • Manages third-party administrator of Department of Transportation driver qualification files.
  • Prepares reports for governmental agencies including but not limited to Equal Employment Opportunity Commission, Bureau of Labor Statistics, and workers' compensation commissions.
  • Maintains human resource information system and compiles reports from the database as needed.
  • Ensures compliance with legal mandates.
  • Provides support for audits.
  • Enters accounts payable related to Human Resource expenditures.
  • Manages third-party administrator of employment verification and provides employment verification directly, as needed.
  • Updates staff and branch directories.
  • Recognizes associate life events including but not limited to ordering flowers for associates and preparing birthday and service anniversary lists.
  • Provides assistance with recruiting process, including but not limited to posting positions, pre-hire investigations, assessment administration, and offer letters. Helps coordinate the use of temporary associates.
  • Provides administrative assistance with the maintenance of Company policy and procedures.
  • Provides administrative assistance with organization review including performance reviews, development plans, objective setting and measurement, and succession planning.
  • Provides administrative assistance for reward and corrective action.
  • Reports for work on a regular and timely basis.

Education and/or Experience: Bachelors Degree or the equivalent years of experience plus 2 years of payroll experience preferred.

 

 

Language Skills: Ability to read and comprehend complicated guidelines, correspondence, and memos.  Ability to write correspondence.  Ability to effectively present information in one-on-one and group situations to associates in all levels of the organization.

 

 

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute paychecks, rate, ratio, and percentage.

 

 

Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving variables in non-standardized situations.

 

 

Computer Skills: To perform this job successfully, an individual should have knowledge of payroll software, spreadsheet software, word processing software, and accounting software.

 

 

Certificates, Licenses, Registrations: Certification of Professional in Human Resources (PHR) or Society for Human Resource Management Certified Professional (SHRM-CP) preferred but not required.

 

 

Other Skills and Abilities: Evidence of the practice of a high level of confidentiality.
